CEFR(Common European Framework of Reference for Languages、欧州言語共通参照枠)のC1レベルは、「熟練した言語使用者」の中でも最初の段階に位置づけられます。
(It is … that …、What … is …)

1: a) Had I
Had I known about the traffic, I would have left earlier.
2: b) albeit
The plan, albeit ambitious, received unanimous approval from the board.
It was the manager, not the CEO, that approved the budget.
It is/was … thatの間に強調したい要素(ここではthe manager)を置く形です。
問題4: a) Notwithstanding
Notwithstanding the delays, the project was completed within the original deadline.
問題5: b) be
It is essential that the report be submitted by Friday.
6: b) inconsistency
7: b) Regardless of
Regardless of the reasons behind her decision, we should respect her choice.
Having finished all her assignments, she decided to take a short trip.
9: a) what
He is, what his critics say notwithstanding, one of the most dedicated researchers in the field.
He is, whatever his critics say, one of the most dedicated researchers in the field.
10: b) mind
We need to bear this factor in mind when making our final decision.
